Standing offers, supply arrangements and ACAN explained

Understand common Canadian federal notice types before deciding whether you are bidding for immediate work or a route to future contracts.

Start with the notice type

A search result can describe an immediate requirement, supplier qualification, market research or a proposed award. Read its purpose before preparing a response. The closing date tells you when that particular response is due; it does not by itself mean a new contract will be awarded at that point.

Standing offers

A standing offer sets out terms and prices for possible orders. It is not itself a contract to buy a guaranteed amount of work. A call-up against the offer creates the contract. Check the eligible users, ordering procedure, geographic coverage, term and any stated limits before assessing the commercial value.

Supply arrangements

A supply arrangement establishes a pool of qualified suppliers and terms for later requirements. Later competitions or contracts follow the process described in the arrangement. Qualification is useful only if the likely work fits your business; it does not promise revenue. Check when suppliers can apply and what must stay current after qualification.

Advance contract award notices

An ACAN announces an intended award to a named supplier and allows other suppliers to submit a statement of capabilities by the stated deadline. Read the minimum requirements and explain how you meet them if you intend to respond. It is a different process from simply submitting a price against an ordinary open tender.

Requests for information

An RFI seeks information to help a buyer understand the market or plan a requirement. Wallis Tenders lists these under future work. Respond when you can contribute useful information, but allow for the possibility that the buyer’s plans may change or no procurement may follow.

Assess the effort and potential return

Keep qualification work separate from your forecast of contracted revenue. Estimate the time to apply, maintain evidence and compete for later orders. The Canadian notices we currently collect do not supply contract values, so read the original documents for budgets, estimates, currency and tax instructions. Do not assume an unstated value is a small contract.
